サウジアラビア（サウジ）が要請し、4月6日（月）にも「OPEC」（石油輸出国機構）臨時総会が「ビデオ会議」の形式で開催されそうな動きだった。
報道は「OPECプラス」の会合に焦点を当てているが、「OPEC」として決議しなければ、「OPECプラス」との合意・決定はできないため、まずは「OPEC」総会なのだ。
一方、ロシアも呼びかけに応じる姿勢を見せており、手順は別として、同時に「OPECプラス」閣僚会合も開催されるだろうと見られている。
下記するように、「OPEC」憲章では年2回の通常総会とは別に、どの加盟国でも要請ができ、加盟国の半数以上が賛成すれば「臨時総会」の開催が可能、ということになっている（「OPEC憲章」第12条）。
〈The Conference shall hold two Ordinary Meetings a year. However, an Extraordinary Meeting of the Conference may be convened at the request of a Member Country by the Secretary General, after consultation with the President and approval by a simple majority of Countries approving the convening of such a Meeting, as to the date and venue of the Meeting, they shall be fixed by the Secretary General in consultation with the President.〉
